Foundation and Expansion of Shah Mir University
Shah Mir University, Jammu & Kashmir was legally established in 2017 under the guidance of jurist, eminent educationists and social
workers for the development of education in wide areas. Development of distance education on the pattern of Open continuing &
Distance Education System and registration. Shah Mir University, Jammu & Kashmir under SR Act 21-1860. The Board, under
Government of India, is Legal Autonomous and non profit Institution and has legal right of teaching & training under the provision of
constitution. Copies of Bylaws, prospectus, etc. are sent to the various Authorities and Departments of the Government of
India/State Governments and Union Territories by the Board from time to time. The area of operation of the Board is wide and
extensive all over India. Information centres of examination are situated in almost all-major cities of India where semester/annual
examinations are normally organized every year in May/December. Board is planning to open study examination centres for
foreigners and non-resident Indians in various parts of the world. Aims of Board: This also imparts education to down trodden &
backwards at concessional fee. Board also full fills the aims of vocational & educational right of Indian constitution 1950 under
Article 14, 15, 19(1), 21, 26, 29, 30, 45, 46 & 351.
Mission and Educational Objectives
It has been constituted to regulate non formal all types of university courses education and other vocational courses (Under Self
Employment Education Scheme) in India. With the help of educational experts to educate uneducated boys, girls, men and women
to up liftment the literacy in India. So that they can serve society effectively and with dignity. Board may impart education with
international techniques and with stress on morally, mentally, physically and socially personality.
Independent Authority and Educational Rights
Ours is an autonomous body and all educational boards / universities are autonomous bodies. Each educational organization having
discretionary powers. According these powers every Board / University /State Govt. / Central Govt. of India having the liberty and
right to take own decision either to allow or refuse any admission / service. But we do our best to make success the non formal
education programme. All the education programme run by the board is board’s own autonomous education programme. Legality,
Validity, Utility of the education programme is strict conformity with the constitution of India and law of the land under Article
19(1)G, 29 & 30.

Shah Mir University, Jammu & Kashmir was registered. To offer specialized services to the government and other agencies in the
field of education, in general, and school education, in particular, for the development and growth of distance and open school
system and develop proper curriculum for vocational and enduring education to prepare student population for the world of work.
To as certain linkages with traditional education systems like State Open Schools, Sanskrit Boards and Haryana with predictable
education system with mobility across them and equivalence between them, the SMU, J&K wishes to work in close association with
the Regular / Distance Education. In this regard, SMU, J&K will also follow the norms for conducting examinations as also follow
National Curriculum Framework, as amended from time to time SMU, J&K was envisaged as a comprehensive instructional release
institution that offered the autonomy to students to get education without the bottleneck of attending daily classes. We have
succeeded in creating a distance education program as a planned extended learning endeavour. SMU, J&K has gained an expertise
in delivering instructional possessions and thereby providing opportunities to students located away from the organization.

This is to inform you that, SMU, J&K is a organization, not a board/University or is not equivalent with any Govt. Board/University.
The organization run non-formal self employment education programme only and not give any guarantee for further educational
use or any job. Anybody can apply in SMU, J&K for extending open learning facilities in a phased manner at all types of university
courses levels all over the country and abroad as an independent system with its own curriculum and examination leading to
awarding of certificates. This was intended to address the needs of students or working professionals in India and abroad to further
the cause of spreading education.

SMU, J&K enjoys statutory status under constitution of India,1950 for its rights to education programs admit student, conduct examination and issue marksheet & certificate The area of operation of University is all over India through its affiliated study centre & authorized examination centres, Shah Mir University, Jammu & Kashmir Open / Distance education system is a self financing body which meets the recurring and nonrecurring expenditure without any grant in aid either from the central govt. or state govt. from other source. All the financial requirements of the University from the annual examination charges, institutions affiliation fees and students admission fees. The jurisdiction of the University is extensive and stretches beyond the national geographical boundaries. If any student/members/teachers/employees/other person of any institute/centre or other person has any dispute with the University/institution it will it will be resolved through the committee appointed by SMU, J&K Open / Distance education system under arbitration act 1940.The decision of the arbitrator shall be final and binding on all parties, direct court will not be permissible. The Skilled Based course taught here is very advanced. Lab sessions and practical contribute a lot in academic progress. Each student gets computer for practice in lab. It is very important to do practice on programming languages. Educational system is very
good. It helps to improve personality as well as overall aspects towards life. The staff is cooperative and teachers always helpstudents. There is International Student Cell facility at Board and institutional level, which is taking care of foreign students and always ready to solve their problems. The value added programs like English Communication, Foreign student’s Meet, seminars,
guest lectures conducted at the institute help to foster students’ confidence. , has played an important role to build up my career. I
